This paper critically examines the events leading up to the UGC's Grant Letters for 1981–82 dated 1st July 1981, which announced substantial and differential cuts in student numbers and recurrent grants. It relates this examination to the responses of nine universities to these events, illustrates why a number were ill prepared for the content of their grants letter, and draws policy implications for the University Grants Committee.
